RCAP Praises EPA’s Proposed Financial Capability Assessment for Clean Water Act
Washington, D.C. – The U.S. Environmental Protection Agency (EPA) announced its proposed 2020 Financial Capability Assessment (FCA) for Clean Water Act (CWA) schedule development. The revised CFA, used to evaluate a system’s financial capability for water infrastructure projects and improvements, will seek to support rural and tribal water systems serving economically disadvantaged communities. The updates include revisions to an individual community’s implementation schedule and applies new metrics to evaluate communities’ financial positioning for infrastructure projects.
“The rural and tribal communities that RCAP works with are in great need of the updated Financial Capability Assessment for the Clean Water Act to ensure the most vulnerable communities have access to affordable infrastructure improvements,” says RCAP CEO Nathan Ohle. “Small community water systems are estimated to need at least $74.4 billion to maintain and update their current infrastructure, and a new affordability tool looking at factors beyond median household income is welcome news.”
